Any person who maintains a permanent business, location, or branch office within the city for the privilege of engaging in or managing any business within its jurisdiction. Any person who does not qualify under the provisions of Subsection 1 or Subsection 2 and who transacts any business or engages in any occupation or profession in interstate commerce, if such license tax is not prohibited by Section 9 of Article 1 of the United States Constitution. Annual business tax receipt fee varies - determined by the type of business. Business tax receipt renewals are due on September 30 and delinquent after October 1st.

Eligibility for Free Service
You must meet one of the following requirements and provide 2 accepted forms of identification to receive a free Library Card.
- Own property and pay property taxes in Okaloosa County
- Renting a home in Okaloosa County
- A non-resident student or instructor at a college or university in Okaloosa County. Students receive a 6-month card for the current semester with proof of enrollment and verified local address.
- An active duty military and their depends (with valid ID card) living in Okaloosa, Santa Rosa, or Walton County.
Identity/Address verification requires TWO items, one from each list.

Parents or guardians must apply for dependent children under age 16. The parents/guardians card must be in good standing before child’s card can be made. Parents/guardians are responsible for items checked out and fees incurred on dependent cards. Youth age 16 & older may apply independently with proper personal ID.
Membership Dues for Paid Mamberships
Tier 1 - FREE membership (12 months):
Okaloosa residents, students, educators, active-duty military families, property owners, employees of Cooperative-member governments.
Must apply in-person to borrow materials from libraries. Online registration available for online-only access (addresses will be checked against the county GIS address look-up as a residential location). RV Park addresses in Okaloosa County and surrounding counties are not eligible for free library cards.
Tier 2 - $40 per family (12 months):
Non-resident but living in PLAN service area*
Tier 3 - $30 per library account (6 months):
Non-residents, living outside of the PLAN service area*
Tier 4 - $60 per library account (12 months):
*The PLAN service area includes the following counties: Santa Rosa, Walton, Holmes, Washington, Bay, Jackson, Calhoun, Gulf, Gadsden, Liberty, Franklin, Leon, Wakulla, Jefferson). Must apply and pay in-person.
