Citizen committees perform a very important function in the operation of city government. Many items before the council are usually first reviewed by one or more committees. A report on the matter is then prepared by the administrative staff and sent to the council for action.

Board of Adjustment

The Board of Adjustment is a five (5) member board with appointment by the City Council. The term of office is two (2) years and membership may be renewed for an additional term as authorized by the Council. Members are residents of the City of Crestview and serve without remuneration but may be reimbursed for actual expenses incurred for attendance at training functions authorized and approved by the City Council. Financial disclosure is required annually to the Commission on Ethics, State of Florida through the Okaloosa County Supervisor of Elections.

The Board meets on an as needed basis, at a time designated by the Planning Director in the Council Chambers at City Hall. Three members constitute a quorum and all official actions of the Board require an affirmative vote thereon by no less than a majority of the members present. All meetings are subject to Section 286.011, Florida Statutes, et seq. (Public Meeting Law).

In October or as soon thereafter of each year, the Board elects from its membership a Chairman and Vice Chairman, both of whom serve for one year or until they are reelected or their successors are elected.

The duties and responsibilities of the Board are: (1) To hear and decide appeals, variations, exceptions, or disputes where it is alleged there is error in any order, requirement, decision or determination made in the administration and enforcement of the Land Use Regulations. Such issues may include but not be limited to a finding of concurrency deficiency, refusal on the part of the City to issue a final development order, interpretation of provisions of the Standard Unsafe Building Abatement Code, disputes in changes of zoning districting on the zoning map, etc.; (2) Approval of variances and special exceptions from the provisions of sections specifically enumerated in the Land Use Regulations when not contrary to the public interest. Such variations are normally approved under special conditions whereby a literal enforcement of the provisions would result in an unnecessary hardship; and (3) To act in an advisory capacity to the City Council and make periodic recommendations to the Council concerning the need to study, revise, or amend city codes and ordinances affecting the growth and development of the City in an orderly and efficient manner.

These boards do not operate under a separate budget; however, the City provides administrative support.

The Board of Adjustment was established by Ordinance in 1964 and has been amended several times since with the most recent amendment by Ordinance 840 on 8-22-94.

Note: Term limits are automatically renewed for a like term unless an appointing official or the City Council as a whole states otherwise at the time of re-election, death, dismissal, or resignation by the appointee. Voting by the membership is promulgated by ordinance.

Planning and Zoning (LPA) Board

The City Planning and Zoning Board consist of five (5) members who shall be residents of the City. Member appointments are by the City Council for four (4) year terms and members serve dual terms on the boards. Members shall serve without remuneration but may be reimbursed for actual expenses incurred in connection with their official duties as approved by the City Council. Financial disclosure is required annually to Commission on Ethics, State of Florida through the Okaloosa County Supervisor of Elections.

The Planning and Zoning Board shall meet on an as needed basis at a designated time in City Hall and is subject Section 286.011, Florida Statutes, et seq. (Public Meeting Law).

A major responsibility of the Planning Board is the management and update of the City Comprehensive Plan and Land Use Regulations that provide for the growth management needs of Crestview through the year 2010 and beyond. The Planning Board also functions in the dual role as the Zoning Board for the City and shall have the duties and responsibilities as set forth in the Land Use Regulations and the City Code. Most prominent among the Zoning Board's duties are the review and consideration of requests for zoning changes and the subdivision of property within the City. The Planning Board is also referred to as the Local Planning Agency (LPA) and Land Development Regulation Commission pursuant to the Florida Statutes.

This board does not operate under a separate budget; however, the City does provide administrative support.

The Planning Board was established by Ordinance in 1964 and the Zoning Board was established by Ordinance #503 on 03-27-78. The Local Planning Agency (LPA) was established pursuant to Section 163.3174, Florida Statutes while the Land Development Regulations Commission was established pursuant to Ordinance Number 700, Feb 11, 1991. Ordinance #839, Feb 12, 96 revised the meeting date to occur on an as needed basis while Ordinance #904, Oct 14, 96 expanded the board membership to seven (7) members.

Technical Review Board

The Crestview Technical Review Committee was established to provide and assist the Local Planning Agency (Planning and Zoning Boards) in respect to monitoring the Comprehensive Plan and Land Development Regulations pursuant to Section 163.011, Florida Statutes, et seq. Membership of the Technical Review Committee may consist of department heads and other staff as follows:

City Clerk, Administrative Services Director, Public Services Director, Fire Chief, Police Chief, Building Official, Planning Official, City Engineer, and the Housing Authority Director.

Members serve by virtue of their employment in the named position and serve until employment in said position is terminated. Members serve without remuneration but may be reimbursed for actual expenses occurred in the conduct of business of the committee.

Responsibilities of the Technical Review Committee includes, but not limited to: (a) Provide technical assistance to the local planning agency in monitoring elements of the Comprehensive Plan and Land Development Regulations; make recommendations for changes or improvements to the plan; (b) Review plans for all development activity within the City; (c) Maintain and monitor information on development activities and level of service (LOS) conditions of the City; provide evaluation and appraisal reports as required; and (d) Monitor and evaluate the City Capital Improvements Element (CIE) on an annual basis.

Meetings of the Technical Review Committee are held in City Hall on an as needed basis and are not subject to the Public Meeting Law (unless two elected officials are present). Financial disclosure is not required annually to the Commission on Ethics, State of Florida.

This committee does not operate under a separate budget. The committee function is funded under the auspices of the General Fund.
